The client is the leading provider of mobile video solutions for law enforcement, having supplied in-car video systems and body-worn cameras along with evidence management software to approximately one-third of all law enforcement agencies in
the United States and Canada. Being a part of a critical paradigm, client put up a request for a secure digital media distribution platform that will reinforce the evidence management for the law enforcement agencies as well as district attorneys.
The Challenge and Opportunity
The client used DVDs or other portable media to distribute and share video evidence with the district attorneys and law enforcement agencies. This was an inefficient and expensive way of sharing evidence. They wanted to digitize their evidence management by uploading relevant evidence videos to the cloud and distributing the video evidence electronically through a cloud account, eliminating the need to produce and courier evidence files using DVDs or other portable media and fortifying the entire process via a secure medium. They were looking for a solution to connect with their on-premises evidence library to sync large volumes of videos and the client’s metadata contents into cloud storage, organize them, and provide secure access via a cloud share web application.
The Solution and Results
CTG delivered a cloud-based evidence management solution featuring a secure web-portal with user authentication, registration, and a dashboard for file status and sharing. The system enables collaborative assessment through group sharing and provides automated email notifications and audit logs for all operations. A background process efficiently monitors and securely uploads new evidence to the Azure Gov Cloud, supporting large file handling through asynchronous processing and chunking via a Web-Queue-Worker architecture. Secure, time-sensitive access is granted using SAS. The entire solution, built with ASP.NET MVC and background services, was strategically deployed on Azure Gov Cloud to meet stringent security and compliance requirements, ultimately simplifying digital evidence distribution and providing users with rapid sharing capabilities, secure access, complete control, and comprehensive audit trails, all achieved under budget and within a 10-week initial implementation.
